What are the best (and worst) Beatles songs with Ringo on lead vocals? Here's my list, with ratings using the "Karlosi System":
4 1. Octopus Garden 2. With A Little Help From My Friends
3 3. Yellow Submarine 4. Boys 5. If You've Got Trouble
2 6. Honey Don't 7. Act Naturally 8. I Wanna Be Your Man 9. Good Night
1 10. Don't Pass Me By 11. Matchbox 12. What Goes On
I included "If You've Got Trouble" since it was officially released on ANTHOLOGY 2 (and because I like it). I'm rating the song overall, not just Ringo's vocal (though his vocal is a part of the song)

I think George and Ringo did a good job on What Goes On... It has often been said and shown that stellar singers do not always duet well. They may sing well, but they usually are both singing lead at the same time, rather than truly harmonizing - since neither wants to be the "secondary" voice. Everyone went bonkers over the "Three Tenors," but it really was like Yngwie Malsteen, Eddie Van Halen, and Ritchie Blackmore "hauling ass" around the track.

It's funny, but people seem quick to judge a "Ringo" song purely based on his vocal which seems to be automatically labeled "bad". He can sing. He also didn't just get throwaway tunes form Len/Mac. WALHFMF could esily have been a Paul or John vocal.
I also want to agree with wondering why WHAT GOES ON takes such a beating. BTW, that's not George singing with Ringo. Is it?
OK - rather than give them a rating, here's the list with my thoughts:
With a little help from my friends – a good tune that I don’t love the way most people do.
Octopus' Garden - a fun Ringo original. Great guitar work by George. There’s something cool about the continuing “underwater" theme with Yellow Sub.
Good night – I think it’s cool that they handed this vocal over to Ringo. It’s a perfect Macca song for singing. Ringo does a sweet job. I find the song itself OK.
Yellow Submarine – another fun one, perfectly suited for Ringo.
Act Naturally – I like that Ringo got a country song on a Beatles album. This one suits Ringo well, and he sings it good. Nice harmonies with Paul on the chorus’, and more nice guitar by George.
If You've Got Troubles – I wish we had a recording from later had they worked some more on it. The take we have sounds sort of clumsy and awkward to me. It might have been great if they hammered away at it some more.
What Goes On – I like it a lot. More nice guitar from George.
Don't Pass Me By – I like the slow beat. I like the lyrics (yes, even the “lost your hair” ones). I like the violin. Nice touch.
Honey Don't – what’s not to love? Great vocal by Ringo. Shouting, “rock on George” is fabulous. If you don’t find yourself tapping your foot to this then something’s wrong.
Matchbox – I like how this song rocks. I’m a little bothered by Ringo’s double-tracked vocal. It goes out of sync a little too much. They should have done a few more takes. He probably could have done a better one without the double-tracking.
I wanna Be Your Man – this song is “balls-to-the-wall” from the get go. George’s snotty guitar bend kicks it right into high gear. If you listen with headphones Ringo does some very cool little things on the drums. All the Beatles sound like they were in the mood to rock the studio wall when they did this.
Boys – One of Ringo’s very best vocal performances as far as belting it out goes. Love when he shouts, “AHHHHHH boys”. He's not singing about liking boys, he's singing about boys being boys (with girls).

What Goes On – I like it a lot. More nice guitar from George. That's what i meant about Ringo and George working together on this song..Ringo singing and George playing some nice lead throughout the song, it's a good song i think, i'd give it a 4 .

I think George and Ringo did a good job on What Goes On...a sign of things to come.... Not sure why people are SO critical of it....... I think Ringo's vocal is poor-his weakest as a Beatle. The backing vocals though are even worse. Also the song is weak. The "...tell me why" lyric is the most embarrassing save possibly for George's "...I really do" on "You Like Me Too Much". I used to skip this most of the time at the end of YESTERDAY & TODAY. It is harder to skip on CD coming in the middle of RUBBER SOUL and I've come to not mind it as much. I view it more as a joke, which makes it tolerable. I, on the other hand, can't understand why people rate "If You've Got Trouble" so low. It rocks! The bass is great. The guitar solo is sloppy, but fun. Ringo's vocal is fine and the backing vocals are a nice hook. I love the "rock on anybody" call Ringo makes. It is a fun song!

The only released track I'm not so fond of is "What Goes On", partly because (a) the vocal isn't good, and (b) it sounds like something they'd done two years earlier and is too lightweight for Rubber Soul. 'I Wanna Be Your Man', 'Matchbox', 'With a Little Help', 'Don't Pass Me By', and 'Octopus's Garden' are all sublime. I am an outspoken fan of The Beatles cover on "Matchbox." I am not sure then what happened when George took a turn on Perkins' "Everybody's Trying To Be My Baby." I think Ringo was perfect to sing the lonesome road song of "Matchbox."

I like all of Ringo's songs too. I'm not even going to bother rating them, but I'll make some notations:
BOYS and I WANNA BE YOUR MAN -- Two great performances, and I was going to write the same thing Snookeroo did for "Boys" -- love it the second time Ringo belts out the extended "AHHHHHHHHHHHHHHHHHHH"...! I love it every time either of these rockers come up in the album sequence... both highlights for me.
YELLOW SUBMARINE, WITH A LITTLE HELP FROM MY FRIENDS and OCTOPUS' GARDEN -- Classic Ringo tracks, perfectly suited for him.
GOODNIGHT -- I love the way this song closes out The White Album, and again it's perfect for Ringo. I don't think I'd appreciate it so much on its own, but as the "farewell and pleasant dreams" send-off for the double album, it's perfect.
ACT NATURALLY -- I used to like it better than I do now. These days I'm kind of sick of it. But it's a happy-enough ditty for Ringo; just not up top for me.
IF YOU'VE GOT TROUBLE -- Possibly the worst song "Lennon/McCartney" wrote during the beatlemania period; it's very easy to see why this was never released. BUT I'll be damned if I don't enjoy it with Ringo struggling to make it rock. I love the part where he desperately pleads: "Oh, rock on - Anybody!". I think I like listening to it just because it was a throwaway that never made it.
WHAT GOES ON - Thoroughly AVERAGE. I can listen to it, but it's among my lowest if i were listing Best To Least.
DON'T PASS ME BY -- It's fun and works well on the White Album. That's about all.\
HONEY DON'T -- It's okay; not really rockin' enough, but decent. I like when he references George in the song.
MATCHBOX -- Solid rocker, love Ringo's excitement on it. But unlike Snookeroo, I actually enjoy the overdubbed one where Ringo's voice is out of synch and he's sort of echoing himself.

I didn't comment, so I will!
With a little help from my friends - simply the best song ever for Ringo: melody suits his range, lyrics suit his persona, arrangement filled with utter joys. Octopus' Garden - a joyful but of fun with, again, commitment from the others in the arrangement (killer guitar from George, and I love the modulation in and out of the bridge) Good night - perfect end to the white album. It was ages before I realised it was Ringo, I'd thought it was John. Yellow Submarine - Ringo's voice is ideally suited to this daft nursery rhyme, with its wonderful booming bass drum unison singalong fadeout. Act Naturally - again, an ideal marriage of melody and lyrical content suited to perceived persona. If You've Got Troubles - I like it. I don't care what the accepted wisdom is. What Goes On - I quite like this, too - mostly jaunty, if a little over-droll in the bridges. Don't Pass Me By - overstays its welcome. And I don't care for the electric bedstead riff. Honey Don't - tolerable. Matchbox - not so tolerable I wanna Be Your Man - almost intolerable Boys - completely intolerable

As a 12 or 13 year old, I thought "Boys" was weird as Ringo was talking about boys now, like a bundle of joy.

3 Don't Pass Me By 3.50 I simple country song. I like the way the fiddle player jumps in and hangs on. It get's Ringo points. It has a PID tie-in, it mentions the car crash by golly!
I Wanna Be Your Man 3.50 Ringo shows Mick how to do it. I always hear the live version in my head with Ringo's "Looooover baby" line.
Octopus' Garden 3.50 Another one that gets Ringo points. He's writing it in Let it Be. It's not a bad idea, to use the octopus observation in a song.
Honey Don't 3.00 Rock on one time for Ringo. Ringo really used that Atom Beat when they did this song live.
Matchbox 3.00 I'm not terribly big on the song, lyrics,… but the recording is excellent. It's good music.
Yellow Submarine 3.00 Really just a set-up for Octopus but a good song in it's own right.
With a Little Help From My Friends 3.00 This song is kind of a drop in the coolness factor on Sgt Pepper, an old fashion, soft shoe kind of song, but Ringo does it justice and sings on key.
2 Act Naturally 2.50 I wonder how many country fans this bought for the Beatles. Probably more than a few.
If You've Got Troubles 2.50 This was an early favorite for bootleg fans, a finished song that had not been released. It could have easily been released at the time but look at the competition.
Boys 2.00 The amazing thing is that at the time, no one thought this was gay. It shows you how times have changed.
What Goes On 2.00 Ask me next week. You may hear me defend this as a classic.
1 Goodnight 1.50 This song is really a downer after the number nine high.
